メコン川の洪水

　が話題になってきてます。こちらの新聞によれば（といっても、東京のかたからいただいた情報なのですが）、

Sekong suffers millions in flood damage
SEKONG province has been hit by more flooding after continuous heavy rains have caused water levels in local rivers to rise further.
Roads, fields, irrigation systems and bridges have been damaged, while livestock has been killed.
Boualeui Chanlangkham, the Governor of the province, reported recently that the flood damaged area covers 88ha of irrigated lands.
He also said that 14 roads in Dakchueng district have been destroyed along with five bridges. The road from Sekong to Kaluem districts has also been damaged in 11 places.

こちらの洪水は土石流で流されるとかいうことはまれながら、じわじわと水がやってくる、というもの。
ダムの洪水制御については、多分間違いなく洪水の被害現象には資していると考えているのですが、制御をどのように行ったのか、事前の通報だけでなく、その具体的なデータを明らかにしていくことが大事ながら、これはきちんとなされていません。結果としての洪水だけをピックアップするのはフェアではないのですが、transparencyが無ければお互い様になるわけで、言ってみればもったいない話です。
